Dear Friend,

The hot, dry summer is finally behind us. Emphasis on dry, as Greers Ferry Lake fell to its lowest level in a decade or more. The lowest elevation reached during the year was just above 453' msl. This is less than one foot above the highest water intake screens being constructed for the new Lonoke/White Public Water Authority (LWPWA) water intakes now under construction in the Cove Creek area.

COVE CREEK WATER INTAKES

The Corps of Engineers permit for this new water intake was issued some nine years ago. The permit was for a vertical shaft drilled down from a water processing site; then via a horizontal shaft into the lake for a single level water intake which would be well below the surface at lowest lake levels. There would be no landscape disruption other than at the water processing site and for transport pipe laying beyond. This would follow practices that have provided safe drinking water from the lake for some 40+ years.

Approximately nine years ago a Cove Creek water intake permit and water allotment was granted to (now) Lonoke White Public Water Authority (LWPWA).  It would serve some 11 communities to the south.  The permit was for a vertical shaft drilled down from a processing site, then horizontally into the lake for a single elevation water intake. Later requirements by the Arkansas Department of Health (ADH) called for multilevel intakes to selectively withdraw “best quality” water at a level 10-15 feet below prevailing variable surface elevations.  Water quality vs. depth varies greatly according to many factors, especially location. No testing or verification of water quality was done at Cove Creek.

The secret is finally out! Area residents are shocked to learn that the Dept of the Army has issued a license to conduct a seismic survey and blasting, over, across, in and upon lands of the United States. This was done with no public hearing, no public input, no environmental evaluation, and apparently without approval of the Little Rock Corps of Engineers' Chief Engineer. On November 22, 2010 a luncheon was held to introduce Col Masset to the Heber Springs community. Following the meeting, the Colonel and staff met with Directors of Save Greers Ferry Lake, Inc (SGFL). The Directors expressed concerns over construction changes for a new water intake at Cove Creek and the fact that no authority seemed to have any restrictions against gas extraction drilling UNDER Greers Ferry Lake. None of the Corps staff revealed that the license for a seismic survey in, and around, Greers Ferry Lake had been granted almost two months earlier. Only through a chance statement by an individual having knowledge of the survey through a Chesapeake representative, was the plan finally revealed to the public.
